The owner of the Stellar Care organization, Robert Hedden has worked for the developmental disability community for many years and has been committed to expanding and developing a variety of integrated programs.
Robert earned a Bachelor of Science degree from the University of Northern Colorado in Recreation Administration in 1995, and a Masters degree in Business Management from the University of Phoenix in 2006. In August 2010, Robert decided to use his expertise and skills to start his own agency called “Stellar Care and Services.”
Robert’s philosophy is that people with developmental disabilities should enjoy the same rights and responsibilities as all other people. They should be allowed to be active members of their mainstream community and experience all aspects of community life, like every other adult. In return, Robert believes communities are healthier and happier when all people contribute according to their strengths.
When Robert leaves this world he wants to just be known for “making a difference” in the lives of those who have an intellectual and developmental disability.
Paul joined Stellar Care in July 2012, bringing extensive knowledge and a strong passion for serving individuals in the Home and Community Based Services (HCBS) field. Over the past 26 years, Paul has held numerous positions, from mentor to Executive Director, which were instrumental in the formation of Stellar Care’s Residential Services and Supports Program for the Denver metro and Colorado Springs areas. Starting as an Area Director at Stellar Care, he successfully grew programs and community relationships, eventually becoming Chief Operating Officer and later Vice President of Operations.
Paul honorably served and retired from the U.S. Army after more than 20 years, where he gained extensive knowledge and training in Advanced Leadership. He holds a Bachelor’s Degree in Business Management and a Master’s Degree in Counseling; Community Counseling. Following his military career, Paul dedicated himself to community service, working in various roles within HCBS at other agencies.
Paul is deeply committed to the belief that all individuals should be treated with dignity and respect, regardless of their abilities or challenges. He advocates for positive encouragement as a means for individuals to achieve their goals and find their purpose, always striving forward while learning from past experiences.
Jennifer has been an agency director with Stellar Care and Services since 2017, with a promotion to senior director in April 2023. In March 2025 she moved into the role of Chief Operating Officer, offering expertise, support and guidance to both Stellar Care locations and all approved programs. During her time at Stellar Care, she has been committed to building a team of employees who value compliance and are passionate about supporting caregivers ensuring Stellar Care continually achieves their mission of providing a meaningful day and meaningful life to adults with intellectual and developmental disabilities.
Prior to her work with Stellar Care, Jennifer served in leadership roles in a variety of human services and healthcare related fields, working as a foster care and adoption manager, and a hospice executive director. Jennifer has a Bachelor of Arts in Communication from the University of Colorado.
During her free time, Jennifer enjoys watching sports, going for walks, reading, socializing with friends, spending time with family and enjoying the outdoors.
With more than 15 years of experience supporting individuals with intellectual and developmental disabilities, Jarrin has dedicated his career to advocating for person-centered care and meaningful independence. Over the past decade, he has grown with Stellar Care and Services, beginning as a Residential Program Director, advancing to Senior Program Director in 2023, and stepping into the role of Northern Regional Director in November 2025.
Every stage of his work has been guided by Stellar Care’s mission: to respect and respond to the needs of individual independence. He is passionate about developing and strengthening programs—including Host Homes, Family Caregiver Services, Supported Living Services, and Adult Day Program—that empower the individuals we support while building trust with families, caregivers, and providers.
Outside of his leadership role, Jarrin enjoys spending time with family and friends, exploring nature, disc golfing, and relaxing with video games.
With over 12 years of experience at Stellar Care, Rebecca has progressed from a mentor to the Agency Director for the Colorado Springs office. Her roles have included Quality Director, giving her a deep understanding of the company’s mission and a passion for serving individuals with intellectual and developmental disabilities (IDD). Rebecca is committed to Stellar Care’s goal of providing the highest level of support for individuals with IDD, ensuring that they have meaningful days and lives. She leads a dedicated team, fostering an environment of care, growth, and compassion. Outside of work, Rebecca enjoys crocheting, reading, and spending time with family.
Mateo Flores has been a dedicated member of the Stellar Care and Services team since 2020. He began his career as an SCC Coordinator and was quickly promoted to Senior SCC Program Director, where he oversaw the Adult Day Program and Specialized Habilitation services. In 2025, Mateo advanced to his current role as Director of Quality and New Development.
In this position, Mateo is responsible for enrolling new individuals into residential services, ensuring quality and compliance across all programs, and serving as the HRC Liaison for the Colorado Springs location. He is deeply passionate about supporting individuals with intellectual and developmental disabilities and is committed to fostering open communication within the community while building strong relationships with stakeholders.
Outside of work, Mateo enjoys spending time with his children and fiancé. He also loves his Jeep, collecting rubber ducks, playing video games, listening to music, and watching television.
